point. But, whilst saying much in his praise,
Mr. Jackson says he is at times very
difficult
This is an undesirable quality in H. K., espe-
cially as he would be put over the heads of two
very good Medical Officers, both of whom have
been supported by members of the E. Dept. Tor
supor
promotion to the et chief post.
On the whole, as Mr. Jackson ascribes his
"difficult
temper chiefly to causes which
will be removed by his promotion to H. Kong, I
think the recommendation o. the Committee
should go through.
The chief rival of Dr. Johnson at the Committee
was Dr. Arnold, of Fiji, whom Sir H. May wishes
to have. But he is 5 years younger and has much
less service, and it is undesirable to encour-
age Sir H. May in his recommendation of outside
candidates.
